我国农业科技情报机构研发效率剖析 　　〔摘要〕明晰农业科技情报机构研发效率，有利于促进科技信息更好地服务现代农业发展。该文基于DEA测算我国农业科技情报机构研发效率，并比较分析部属和省属机构研发效率。结果为：（1）全国农业科技情报机构技术效率均值仅0709，且无论是纯技术效率还是规模效率，部属机构都较高；（2）农业科技情报机构纯技术效率有40%以上评价年份显示无效，其中部属机构纯技术效率无效年份效率值明显高于省属；（3）农业科技情报机构研发规模效率值多数年份在08以上，且部属机构规模效率较省属高。 　　〔关键词〕农业现代化；农业科技情报机构；研发效率；行政隶属关系；资源配置；比较研究 　　DOI：10.3969/j.issn.1008-0821.2016.09.012 　　〔中图分类号〕G2585〔文献标识码〕A〔文章编号〕1008-0821（2016）09-0067-07 　　〔Abstract〕Clear agricultural science and technology intelligence research and development efficiency，was conducive to better serve the modern agriculture development.This paper analyzed the operation of agricultural scientific and technical information institutions of China，and the DEA model was used to calculate the RD efficiency of agricultural science and technology information institution.Results showed those：（1）The national agricultural information institutions mean technical efficiency was only 0709，and subordinate institutions were better than the provincial institutions both in pure technical efficiency and scale efficiency，Annual variation of ministry and provincial agricultural science and technology information research institutions technical efficiency similar situation with the whole country，In the same year，subordinate institutions efficiency was higher；（2）The national agricultural science and technology intelligence pure technical efficiency，there were more than 40% years of technical evaluation was invalid，but in comparison，the pure technical efficiency of subordinate agencies invalid year average efficiency was significantly higher than mean of technical efficiency of the provincial invalid year；（3）The National Intelligence Agencys RD scale efficiency in most years in more than 08，and the scale efficiency of Ministry was relatively stable than provincial institutions. 　　〔Key words〕agricultural modernization；agricultural science and technology information institution；RD efficiency；relationship of administrative subordinateness；resource allocation；comparati
