摘 摘 要 近几年来，杭≯IIN造业无论在生产规模还是经济运行质量上都有长足的发 展。从总体上看，杭州制造业的发展主要还是依靠传统产业，但传统产业存在着 产业层次低、技术创新能力弱等问题，产业发展空间和产业升级的压力日益凸现。 与此同时，部分新兴产业目前相对规模较小，在国内外市场上的竞争力相对较弱， 专业化水平也逊于传统产业。为此，有必要结合产业经济发展的相关知识来研究 杭州制造业的比较优势产业及其发展对策。 本文首先对产业发展和选择的相关理论进行简要评析，指出产业选择相关理 论的现实意义及其不足之处；然后立足于杭州制造业实际，结合产业经济学的相 关知识，从产业比较优势、发展潜力和带动效应等方面对杭州制造业的现状进行 对比分析，并通过构建统计模型来研判杭州的优势发展产业；同时通过生产效率、 效益、规模、投入要素等主要方面的分析，揭示杭州优势产业与国际先进水平的 主要差距及今后进一步发展的方向；最后，在分析的基础上提出加快杭州制造业 优势产业发展的主要对策。 本文认为，杭州制造业发展的优势产业可以分为两类：一类是传统优势产业， 如食品饮料、纺织业、皮革、通用设备、交通运输设备制造业等；另一类是潜在 优势产业，如电子及通信设备、医药制造业等。下一步杭州制造业优势产业发展 的关键是实现产业结构的升级，包括产业内升级、产业链升级和产业问升级。同 时，也应加快杭州制造业产业集群培育的步伐。 关键词：杭州制造业；优势产业；选择；对策 AbstractIn Abstract In recent years，the manufacturing industry of Hangzhou has enjoyed a rapid development rio matter in the production scale or the quality of economic operation． As a whole，its development still depends on traditional industries，which are still beset with problems such as low industrial level，weak capacity of technological innovation，etc．and challenged by the increasing pressures from industrial development space and industrial upgrading．Moreover,the relative scale of some new industries is somewhat small．Wim relatively week competitiveness in the market both at home and abroad，they are now still inferior to traditional industries while the specialized level is considered．For that，it is necessary to make a study on the comparative advantages and development policies with respect to the manufacturing industry of Hangzhou by combining knowledge concerned． This essay makes a brief analysis on theories related to industrial development and selection at first，pointing out the realistic meaning and weak points of theories concerning industrial selection．And then，it，based on the reality ofthe manufacturing industry of Hangzhou and combining knowledge with respect to industrial economics， makes an analysis on the current situation ofthe manufacturing industry ofHangzhou from such respects as industry’s comparative advantages，development potentia
