中文摘 中文摘要 万方数据 万方数据 摘 要 政府绩效评估指标，是政府绩效评估体系的重要组成部分。评估指标的选择是绩 效评估的基本前提，指标体系决定着政府绩效评价结果的信度和效度。在政府绩效评 估中,指标是评估目标的具体化,因此,指标体系是政府绩效评估的核心。没有一套必 要的指标体系,就无法进行政府绩效评估。指标体系的合理化、科学化程度在很大程 度上影响着政府绩效评估的水平和质量。认真研究构建和谐社会政府绩效评估指标体 系，是建立科学的政府绩效评估体系的核心工作，对于促进政府职能的转变，政府绩 效的改善，公众满意度的提升，和谐社会中服务型政府的构建具有十分重要的的理论 和现实意义[1]。 本文概述了和谐社会的内涵，政府绩效评估指标研究的相关理论基础，在综合国 内外研究综述及分析存在问题的基础上，提出了基于和谐社会的我国政府绩效评估指 标体系构建的指导思想、原则和流程。并且在分析中国和谐社会系统及相关指标的基 础上构建了基于和谐社会的我国政府绩效评估指标体系。最后系统研究了基于和谐社 会的地方政府绩效评价指标的实施保障。 关键词：和谐社会 政府绩效 评价指标 英文摘 英文摘要 万方数据 万方数据 Abstract The government performance measurement indicator is one of the important parts of government performance measurement system. The selection of measurement indicators is the basic premise of performance measurement. The indicator system determines the reliability and validity of the government performance measurement results. In government performance measurement, the indicators are the reification of measurement targets, so the indicator system is the core of government performance measurement. Without a set of requisite indicator system, the government performance measurement cannot be conducted. The degree of rationalization and scientificization of the indicator system to a large extent affects the level and quality of government performance measurement. Earnest research on government performance measurement indicator system to build a harmonious society is the core work of establishing a scientific system of government performance measurement. It has important theoretical and practical significance on promoting the change of government functions, improving the government performance, promoting public satisfaction and constructing service-type government in a harmonious society. This paper outlines the connotation of harmonious society and the related academic basis of research on government performance measurement indicator.
