摘 摘 要 万方数据 万方数据 中文摘要 随着行政审批制度改革和政府职能转变，促进贸易便利化、推动出口稳定发 展对我国检验检疫机制提出了新要求，建立有中国特色检验检疫制度，是不断适 应我国经济社会发展特别是外贸发展的需要。本文分析了中国进出口商品检验制 度的现状，指出了存在问题，深入探讨了其法理原因；介绍国外进出口商品检验 监管可借鉴的有效经验。通过对主要发达国家美国、欧盟、日本的商品检验制度 进行分析，找出其政府监管、行业自律等方面共同的特点；结合我国在商品检验 制度方面建设的改革方向，思考构建我国未来的商品法定检验制度总体规划，包 括加强进出口商品管理、健全完善法定检验监管基本制度、促进第三方检验市场 的发展、推进检验检疫实验室改革、加强技术性贸易措施、继续改进服务手段等； 最后从汕头检验检疫局在法检目录调整之后的影响入手，收集了汕头口岸检验检 疫的总货值变化、其下属部门的业务变化，总结归纳出商品检验制度改革在汕头 检验检疫局这样一个微观执行层面上的影响，提出工作措施和改革建议。 关键词：检验检疫; 治理; 商品检验制度; 改革 I Ab Abstract Abstract As the administrative examination and approval system reform and government function transformation, promote trade facilitation, promote stable development of our country export inspection and quarantine mechanism put forward the new requirements, establish inspection and quarantine system with Chinese characteristics, is constantly adapt to the needs of the development of economic and social development in our country, especially in foreign trade.
