大城市区县城乡建设用地评估体系构建研究 吴娟，周艺怡 摘要：区县地区是大城市城镇化发展的重点区域。在城乡规划体系中，区县地区处于 “自上而下”与 “自 下而上”规划的交接点，面临着规划 “刚性”与 “弹性”的科学实施管理问题。文章探索建立区县城乡建 设用地利用情况年度评估与综合评估相结合的实施评估体系，以科学掌握区县用地发展情况，合理分配城 乡用地指标，促进城市区域协调发展。区县城乡建设用地评估指标体系采用“2*4”的思路，针对年度评估 和综合评估的特点，分别从四个维度进行评估分析，具体选取了7个最具代表性的数据指标。借鉴我国国 土规划用地评估的经验，对城乡建设用地年度评估和综合评估分别形成 “构建评估框架-数据标准化处理- 赋值-加权-比对”的系统性的用地利用情况评估体系。在评估过程中，针对不同数据的特点，划分为比较 分值、百分比和绝对值三种类型，分别采用不同的数据处理方式，增强评估过程的科学性。最终形成科学 完善，并具有极强可操作性的评估体系，为大城市区县地区城乡发展提供具指导。 关键词：城乡建设用地评估，指标体系，数据处理 Study ontheEvaluation SystemEstablishment ofUrban andrural Construction LandinLargeCitiesandCounties Abstract:Counties are the key areas of urbanization in big cities. In the urban and rural planning system, county areas are in the intersection of top-down and bottom-upplanning, and face the scientific implementation and managementproblems of rigidityand flexibility.In order to scientifically grasp thedevelopment ofdistrict and county land use, rationally allocate urban and rural land use indicators, and promote the coordinated development of urban areas, the article explores the establishment of an evaluation system combining the annual and comprehensive assessment of urban and rural construction land use. The evaluation index system adopts the idea of 2*4.Accordingto the characteristics of annual and comprehensive evaluation,the evaluation and analysis are carried out from four dimensions, and 7 most representative data indexes are selected.Based on the experience of land planning assessment in China, the annual and comprehensive evaluation use a system of construction evaluation framework - data standardization treatment - weighting - Comparison.
