民權主義與自由主義 講授大綱 課程名稱：民權主義與自由主義 課程資訊：政大中山所碩博士課程 授課時間：星期一，七、八節 （4:00~6:00 p.m.） 授課老師：高永光教授 課程介紹及課程目的 本課程主要在瞭解孫中山先生在從事近代中國革命及建國運動中，所依據的「民權主義」與「自由主義」的關連，及其異同之處。中山先生的民權主義乃一完整的政治意識型態（Political ideology），而自由主義（Liberalism）亦為世界民主政治發展之意識型態依據，兩者之間有何關係與其異同之處，值得介紹與分析。中山先生之民權主義從革命民權的基本觀念出發，建構自由、平等權之意義；進而基於此，而主張人民之政治權利包括選舉、罷免、創制、複決等四權。在此四權監督之下，進而主張萬能政府及全民政治。其步驟則為：地方自治與軍、訓、憲政建國三程序並行；中央憲政體制則為權能區分下之五權政府。 中山先生此一複雜的民權主義意識型態與西方歐美所追求的自由主義民主（Liberalist Democracy）在各方面，都有比較之必要。完成本課程後，同學會對西方自由主義意識型態，及歐美民主國家政治體制有深入瞭解；同時，也會明白中山先生為何主張民權主義，進而對當前我國憲政體制之爭議，有更進一步的認識。 課程進度 中山先生的民權主義定義及內容 必讀資料：1. 國父全集中「民權主義」演講稿全部。 2. 高永光，中山先生論三權分立弊病之分析，收 於氏編，民主與憲政論文彙編，政大中山所，台北，木柵，2001年9月，頁21-50。 自由主義的定義及內容 必讀資料：M.
