Form the social level, there are the only points’ values and fuzzy cognitive of parents, the high expectation and low public support of social class for the curriculum reform. From the school level, it is the conflict between school organization management system and implementation of teachers role. From the teacher level, there are teachers backward idea, the bad state of mind as well as the insufficient of knowledge and ability, etc. Finally, aiming at restricting factors which affected the implementation of teachers roles puts forward the suggestions. From the national level, improve the security system of teachers participation and expand the approaches of teachers participation. From the social level, enhance the publicity of curriculum reform and integrate social powers. From the school level, change leadership ways and perfect management systems. From teachers level, transform the concept and attitude, and develop the knowledge and ability. By integrating the strengths of the state, society, schools and teachers, it can promote better implementation of the teachers’ roles and the continuous improvement of the curriculum reform and development.
