科普项目评估：理论模式、指标框架及相关问题研究摘要 科普项目评估：理论模式、指标框架及相关问题研究 摘要 科普作为提高国民素质的必要手段，已经成为世界主要国家的一项长期战 略性任务。面对知识经济的发展机遇和挑战，我国政府近年来推出一系列举措 大力发展科普事业。然而，从整体上看，中国的科普事业在经历了改革开放后 的持续发展后，还是存在总体效率不高、创新不昌、责任不足、实效不明等问 题，这些问题已成为阻碍我国科普事业健康发展的瓶颈。要解决这些问题，我 们认为，重要的一点是要建立科普评估制度，以评估促发展。 科普项目评估是科普工作评估的重要组成部分，而要推行科普项目评估， 首先要解决评估模式、指标框架等问题。本文在系统地研究了教育评估模式的 发展和问题后，构建了以CIPP模式为基础、吸取其它模式精华的科普项目评 估模式，并提出了以投入、产出、效果、满意度和影响力为类指标的指标框架， 最后针对科普项目评估的一些原则性问题进行了探讨。 关键词：科普项目评估评估模式指标 Evaluation Evaluation of PUS Projects： Theoretical Model and Indicators Framework Abstract As an essential measul℃to improve the scientific literacy of a¨citizens． pub[ic understanding of science(PUS)enterprise has been regarded as a strategic long—term mission in the world’S main countries．To address the opportunities and challenges brought about by the development of the-knowledge economy,the Chinese government has launched a series of initiatives to promote the development of PUS in recent years．As a result,PUS in China has thrived ever since the country’S introduction of the reform and opening—uD policy．However． there have been some problems in the country’S PUS field such as 10w efficiency． poor creativi吼lack of responsibility and ignorance of final outcomes，To solve these problems，the key iS tO set up an eva]uation mechanism in the country‘S of PUS field． As for PUS evaluation．project evaluation iS a major type．To introduce the projoct evaluation system in PUS field，the first step is to identify the evaluation model and indicators framework In this paper,based on the development of education evaluation theories，an evaluation modei of PUS projects iS established． drawing on the C1PP model and the essence of other evaluation models in education field．Then a six—dimensional indicators framework has been built． involving input，OHtput，effectiveness，impacts，etc．，followed by a study on sonle fundamenta】iSSLtes in the evaluation ofPUS projects． Key words：public understanding of science(PUS)，project evaluation，evaluation model，indicators 1引
