I I 中文摘要 战略性人力资源规划就是基于战略视角下，通过将人力资源规划业务与企业战略相结 合，将人力资源规划提升至战略高度，有效促进与指导企业战略发展的人力资源管理过程。 在当代的企业组织中，伴随竞争环境的日趋复杂，人的作用倍受重视。在当代企业的战略 规划中，人力资源规划的内容将被提到战略核心地位。这就要求企业从战略层面规划并不 断修正人力资源管理活动的方向，以保证其高绩效和持续成长。 TB 公司是一家经国有企业改制合并而形成的大型民营企业，正处于快速发展的成长 期，其人力资源支撑作用需要迅速加强，其组织建设需要根据企业的发展阶段适时调整。 因此，根据该公司今后的发展战略为导向而做出科学的人力资源规划就显得尤为重要。 论文主要结合人力资源规划管理在企业战略目标实现过程中的重要作用，以 TB 公司 为例，就企业战略视角下的不同战略环境所需要采取的人力资源规划战略进行研究。 论文共分为五大部分。首先，阐述论文的研究背景及国内外当前的研究现状，提出论 文的研究意义，解释论文的研究思路与研究方法。其次，对战略性人力资源规划理论进行 系统的介绍，阐释人力资源规划业务与企业战略管理业务的联动，对于企业经营发展的决 定性意义。再次，分析了 TB 公司人力资源规划现状及问题，提出该公司应达到的人力资 源战略规划目标及其应用意义，探究不同战略环境和战略目标条件下，人力资源规划的战 略导向及其应用要求。之后，提出了结合 TB 公司战略的战略性人力资源规划具体应用方 式及其设计思路。最后，通过实践阐明了基于企业战略视角下 TB 公司应有的人力资源战 略规划的具体内容和人员规划改进方向，提出了论文的进一步展望和值得继续研究的内容。 论文一方面应用战略管理的方法结合人力资源规划业务对理论进行阐释，一方面应用 人力资源需求预测、人力资源供给分析等多种方法研究企业战略性人力资源规划的应用和 实施要求。通过这些研究方法的应用并付诸实践予以检验，对于扩大战略性人力资源规划 对于企业经营的支撑作用有较强的指导和借鉴意义。 关键词：TB 公司，人力资源规划，需求预测，供给分析 II II Abstract Strategic Human Resource Planning(SHRP) is the processes of Human Resource Management(HRM), it is based on the formulation of corporate, and effectively promoting and guiding about the development of strategic by combining HRP and the enterprise strategy, also by promoting HRP up to the strategic height. In modern enterprises and organizations, the role of people is becoming more and more important with the competition ，environment becomes more and more complex.
