In order to revive its economy, the U.S government proposed the economy policy of returning to real economy at the end of 2009. It aims at turning to export growth and manufacturing growth. The United States devotes itself to the development of advanced manufacturing industry, especially the development of emerging industries and new energy manufacturing industry. In respect to the America’s economy policy of returning to entity economy, many economists have analyzed the causes and specific policies of the economic policy. Some scholars analyzed the influence on China’s economic development. They analyzed the economic policy and proposed their own views. During my research, I found that most literatures focused on qualitative analyzing the impact of the economic policy on China’s economy. But there are not many literatures involving in the impact of the economic policy on FDI utilization. Even more, there is no one analyze the influence on foreign capital utilization from a quantitative point of view. Therefore, the research of the impact of the economic policy on China’s foreign capital utilization is very important. It is in favor of increasing the utilization efficiency of FDI and promoting the further development of the entity economy. This paper analyzes the specific motivation of the U.S returning to real economy, especially the policy on foreign investment. On the basis of the qualitative analysis of FDI utilization, I collect China actual use of foreign capital, manufacturing use of FDI, the U.S investment data. I analyze the impact of the policy on foreign capital utilization through establishing the empirical model, and predict the trend of the U.S investment.
