PAGE PAGE VI ABSTRACT Urban infrastructure is the foundation of the existence and development of the city, it affects the life quality of the citizens, and it plays decisive role to the urbanization process. The key element of the urban infrastructure’s sustainable development is how to solve the financing problem. Since reform, Lhasa, the capital city of Tibet, has extended investment on the infrastructure of the Cheng Guan area continuously. Besides, in order to pursue a reasonable return on investment and trying to build a diversified investment system, the government of the Cheng Guan area is continuing adjusts the structure of the infrastructure investment. So far the condition of the infrastructure in Cheng Guan area has become better. Entering 21 century, with the rapid development and constantly improvement of Chinese market economy, the economy of the City Lhasa also grows rapidly. In order to speed up the development of the Cheng guan region, Lhasa started to reform the investment in the infrastructure construction system, formulate and implement a series of strategies of the infrastructure investment and financing. The reform has improved the infrastructure investment and the financing channels. Although Lhasa, Cheng Guan area has gained a brilliant achievement in the infrastructure construction, there are still many problems in the infrastructure construction of Cheng Guan area, such as construction financial deficit is big, only a single investment subject, less financing channel, legal system is not perfect and so on. This series of problem has restricted the development of the infrastructure construction in the Cheng guan area. In order to promote the region’s development of the infrastructure construction, the reform of the financing system of this area should be speed up. The government should accelerate the process of diversification of investment, thus, the management of the investment system would be normalization and legalization. In this pap
