II II Abstract Constitutionalists seize the opportunity of “Department share enjoyment with public opinion”, taking advantage of their own lawful status undertaking the public constitutional movement . The movement of petition to congress in the late Qing Dynasty was the constitutional movement led by them most intense and influential. It is in this large public opinion background, as the leader of the constitutionalists - Liang Qichao, resolutely established Guo Feng of newspaper in response to the native movement of petition to congress even in his hardship,which play a catalytic role in the movement both on ideology and specific action. Liang published numerous articles on Guo Feng newspaper,forming his relatively mature congress thought, external debt and diplomacy idea,which had both rationality and some limitations.The main features of Guo Feng newspear was taking constitutional propaganda as the key audiences,of which the core audiences was congress.There would be no constitutional politics without a sound public opinion,and Liang connected the two.Liang even added farmer paid little attention to before into the promotional content to increase the congressional publicity’s influence and enlarge the petition team.The influence to the late Qing council of Liang founding Guo Feng newspaper was mainly on Qing government, revolutionary and the Constitutionalists. More and more people realise the Qing governments true colors of sham constitutional through the darkness of Qing government ‘s feudal autocratic rule revealed, especially mercilessly criticizing the reasons for the government to block the Congress.
