I I 摘 要 摘 要 宪法意识是公民法律意识的核心组成部分，是社会主体对有关宪法现象的认知、情 感、评价和意志的总和。是推动宪法实施和国家民主、法治进程的重要精神力量，也是 衡量国家法治成就的重要标准，它在某种程度上能反映一个国家及其民众对本国宪法的 实施和法治建设的基本看法以及态度。通过对相关资料的搜集、分析和整理发现，目前 我国宪法学界对宪法意识的研究多以论文形式出现，未见有专著，而从未来中国宪法学 的发展方向看，宪法意识的研究是重要的内容，因此无论是对宪法意识在理论和现实层 面的问题进行深入研究，还是对其在我国宪政建设中的功能进行深刻分析，都具有重大 意义。 本文在分析公民宪法意识概念的基础上，对公民宪法意识的主要内容进行介绍，包 括公民权利意识，宪法权威意识、公民守法意识、公民义务意识以及公民的监督意识。 目前，我国公民的宪法意识现状主要体现在公民对宪法的认识的现状，宪法理念的现状、 公民的权利意识的现状、公民对社会宪法事件的态度以公民宪法意识总体发展特点上， 这分别是从知宪、守宪、用宪三个角度对当今社会条件下公民的宪法意识进行分析，由 此来探究我国公民宪法意识发展变化，以及造成现今总体薄弱的原因，这既有传统观念 对宪法意识的束缚，也有经济基础和政治基础对宪法意识的阻却和困扰，更有宪法运作 效果的影响，以及宪法制度本身的不完善导致的，这也决定了我们在探讨培养和提高公 民宪法意识的途径时，既要深化经济体制改革，大力发展社会主义市场经济；又要加快 政治体制改革，推动民主与政治的发展；还需培育理性多元文化，促进市民社会的形成； 同时也要完善宪法的相关制度的健全，例如违宪审查制度，更要加强宪法教育，提高公 民宪法素质，以此共同来提高我国公民的宪法意识。 关键词：公民 宪法 宪法意识 宪政 II II Abstract Abstract Awareness of the Constitution is the core component of the legal consciousness of citizens, the sum of the social subject of the Constitution of the phenomenon of cognition, emotion, evaluation and the will.
