西部山地城市空间适灾策略研究 ——以四川省石棉县为例 郭海娟 摘要：随着我国经济社会的快速发展，城镇化速度加快，城市的集聚效应增强，西部山地城市在快速发展 过程中既面临城市建设用地的紧缺，也面临着高强度城市开发建设活动对山地城市地灾的诱导加强。西部 山地城市由于其特殊的地形地貌和自然环境特征，本身具有地灾威胁属性，在新型城镇化发展背景下，山 地城市快速发展的需求与城市生态、安全、土地资源、空间增长之间的矛盾日益凸显，为了适应城市扩张 带来的土地需求，大部分城市不得不在地质灾害易发区或存在灾害的区域寻找适宜的建设用地，城市的安 全受到威胁。本文正视西部山地城市地质灾害存在的必然性，运用城市规划的手段，通过对空间和土地资 源要素分配进行研究，从功能结构、用地选择、开发强度控制、城市功能分析等几个方面研究具有灾害适 应能力的城市空间策略。以期通过对潜在地灾进行灾前干预、灾中控制，为山地城市土地安全供给和城市 应对灾害的能力提升有所参考。 关键词：山地城市,适灾策略,城市安全 Study ontheUrban Space StrategiesofUrban SpaceAdapttoDisasterinWest MountainousCities Abstract: With the rapid development of our countrys economy and society, the acceleration of urbanization speed up the agglomeration effect of cities. In the process of rapid development, the western mountainous Cities not only face the shortage of urban construction land, but also face the strengthening of the high intensity urban development and construction activities to the mountain urban land disaster. Due to its special topography and natural environment, mountainous cities in Western China have their own threat attributes.Under the background ofthenew urbanization,thecontradictionbetween the demand oftherapiddevelopment ofthemountain citiesand theurban ecology,security,land resources and space growth hasbecome increasingly prominent.In order to adapt to the land demand brought by the urban expansion, most cities have to find the appropriate construction in the area ofgeological disasterproneor in thedisaster areas，the security ofthecity isthreatened.Thisarticle facesthe inevitability of geological hazards in mountainous cities in Western China.
