摘 要 摘 要 为提高石炼厂工业余热热泵供热项目运营管理能力，查找该项目在运营管 理中存在的不足，论文结合工业余热热泵供热项目特点和平衡计分卡理论，构 建了石炼厂工业余热热泵供热项目运营管理评价指标体系，并在此基础上利用 模糊综合评价法对该项目运营管理进行评价。评价结果基本符合实际情况，进 而验证了本文构建的评价指标体系和评价模型有效、可行。本文提出的一整套 评价理论与过程，对后期指导工业余热热泵供热项目运营管理的实践中具有重 大意义。 论文共分为七部分，第一部分介绍了本文的研究背景和意义，并对本文相 关理论研究现状进行综述；第二部分系统阐述运营管理理论、平衡计分卡理论 基本知识；第三部分介绍工业余热热泵供热项目定义及特点，并深入分析石炼 厂工业余热热泵供热项目运营管理现状及存在的问题；第四部分根据平衡计分 卡理论从财务维度、客户维度、内部运营维度、学习与发展维度构建石炼厂工 业余热热泵供热项目运营管理评价指标体系；第五部分构建基于 2 维语义数据 的指标权重计算方法，并结合模糊综合评价法构建了石炼厂工业余热热泵供热 项目运营管理评价模型；第六部分运用构建的评价指标体系和评价模型对石炼 厂工业余热热泵供热项目运营管理进行评价，并根据评价结果给出了对策和建 议；第七部分对全文进行了总结和展望。 关键词：运营管理；热泵；供热项目；2 维语义数据；模糊综合评价 I Abstract Abstract To improve the operation management abilities of the Shilianchang industrial waste heatpump heating project and find the shortcomings of the heatpump heating project in operation management, this article established the evaluation indexes system of the Shilianchang industrial waste heatpump heating project based on the industrial waste heatpump heating project characteristics and the balanced scorecard theory. The operation management of Shilianchang industrial waste heatpump heating project was evaluated by the evaluation indexes and fuzzy comprehensive evaluation model this article established. The evaluation results are basically in conformity with the actual situation.
