According to the investigation, there are many problems in the protection of large sites and the management of regional development in various regions of our country at the present stage, which leads to a lot of contradictions between the two tasks and a trend of gradual deterioration. To the development of our countrys culture cause that causes extremely unfavorable influence. Therefore, it is necessary to focus on the research of conservation strategy and regional development management strategy of large sites under the background of new urbanization. Taking Luoyang City as an example, this paper puts forward some measures to improve the quality of the city, the protection efficiency of the great ruins in Luoyang city and the management level of the regional urban development.
