But the actuality of the small and medium-sized cities in Yangtse River Delta is not optimism, for the function of cities in the Delta is dim, convergence- of the industrial structure is high. Liyang Is in the Delta, and the economics structure are representational. Based on this phenomenon, though analyzing the exterior and interior conditions, the economic development strategy of Liyang citiy in is researched. The economic development strategy is seen as a economic system which changes as the environment changes. By analyzing its environment and competitive advantage, the economic development strategy is given. Firstly, based on the environment around the small and medium-sized cities, the symbiosis with large cities around, the mechanism of accepting large cities，industrial transfer is researched, and mechanism of the division and coordination with the small and medium-sized cities around is studied. Secondly, in case of Liyang city, analyzing to accept the industrial grades transference, through Shanghai, Nanjing, and Changzhou city, the cooperation of the economic development strategy is given; by the competitive advantage of the Liyang compared with the other small and medium-sized cities in Yangtse River Delta regional, the division and coordination strategy is given; In the last, under the theoretical analysis above and the analysis about the process, conclusions of the economic development strategy of small and medium-sized cities in Yangtse River Delta is drawn, the cities should devote their mind to their own competitive advantage, accept the industrial grades transference sele
