ABSTRACT Abstract The global greenhouse effect which is caused by greenhouse gases such as carbon dioxide, has been a serious threat to human’s security of using energy and environment quality. The “low carbon” development model of human’s activities reducing of carbon emissions has been generally recognized in the world and applied to the new goal of human society’s development. Construction of low carbon city has become the main trend of the development of the city in the world. The carbon sink of forest soil and reducing of the city’s carbon dioxide emissions can lead to zero emissions and carbon neutral, which is the highest goal of low carbon city construction. There are abundant research about the connotation and evaluation of low carbon city, on the basis of previous research, we create an evaluation system of low carbon city based on the angle of carbon sink. It selects economic, environment and social development , which are the three major system indexes, we use the analysis method and the LMDI factor analysis method to make a comprehensive evaluation of low carbon city’s development status of Linan, and to find out the influencing factors. The general trend of Linan’s low carbon city development showed a good positive, but in the process of low carbon development , it has not driven the rapid growth of economy and social, and there are retentions of social development and low residents happiness index.
