摘要 在当今时代，政府的信息公开是全球性的大趋势，我国的信息公开制度受历史、制度等原因，起步较晚，还没有形成完整的制度体系。这对我国的发展与国际接轨十分不利。对政府信息化公开制度的研究，具有总要的现实意义。本文主要采用了文献研究法和归纳法等研究方法，旨在通过对政府信息公开立法问题探讨，找出我国政府信息公开立法存在的问题，从而推动我国的政府信息公开化进程。政府的工作目标逐渐由管理型政府转变为服务型政府，并且随着政务的不断公开，社会群众参与到政府工作中的力度会越来越大，同时政府也会得到社会群众最高的呼声和需求。另外，对于信息技术的不断发展以及网络技术的发展，还有政府的不断相应，都将对公职权利进行明确的划分，使得政府的权利要为民所用。首先阐述了政府信息公开的概述，并对我国政府信息公开的发展历程进行回顾；然后对我国政府信息公开立法中存在的问题进行了分析，包括思想观念、公开内容、监督机制和公开方式等四个方面；最后对我国政府信息公开中的问题提出对策建议。 关键词：政府；信息公开；行政公开 ABSTRACT In the modem era, the government information disclosure is a global trend, Chinasinformation disclosure system for historical reasons, by the system and so, late start, hasnot yet formed a complete system of systems.
