我国外贸在新时代国际贸易背景下应对技术壁垒问题的对策研究 摘要 现在这个随着经济全球化和贸易自由化发展以及世界贸易组织(WTO)组织多边商贸谈判逐渐深入，世界各国的贸易保护的结构发生了明显的改变，关税以及其他的一些传统贸易壁垒已经慢慢被取缔，随之而来的是更为隐蔽技术贸易壁垒(TBT)。这技术性贸易保护措施不仅具有复杂的特点，而且对对外贸易也具有双重影响。我国作为最大的进出口贸易国，突破技术贸易壁垒关系到我国对外贸易水平的提高，同时对我国国民经济保持健康稳定发展有着重要的影响。而在这个我国加入WTO的15年保护期到期的关口，对外贸易的技术贸易壁垒问题越来越突出，我国对于解决好技术贸易壁垒问题需要越来越迫切。本文主要就如何突破国外技术贸易壁垒的保护和如何合理利用好技术壁垒，在保护我国产业安全的同时推动科学技术发展，为我国应对技术壁垒问题提出一些对策研究。希望可以为在我国在新时代的贸易背景下突破技术贸易壁垒问题，保障我国经济的稳定发展作出贡献。 关键词：技术贸易壁垒；对外贸易；对策 Chinas foreign trade under the background of new erainternational trade deal with technical barriers tocountermeasures of the problem ABSTRACT In the development of economic globalization and trade liberalization and thedeepening of the WTO multilateral trade negotiations today, structure of Tradebarriers around the world has a significant change, tariffs and some other traditionalbarriers to trade have gradually reduced, Followed by a more covert technical barriersto trade. The technical trade barriers has the characteristics of its diversity and alsohas dual influence to foreign trade. China, As the largest import and export tradingnation in the world, Breaking through the technical barriers to trade is related to theimprovement of Chinas foreign trade. At the same time, It has a critical effect onmaintaining healthy and stable development of national economy in our country. Inthe 15 years of Chinas accession to the WTO protection expires, the problem abouttechnical barriers to trade of the foreign trade is becoming more and more prominent.Our countrys needs in solving the problem of technical barriers to trade has becomemore and more urgent. This paper is mainly on how to break through the foreigntechnical barriers to trade protection and how to reasonably use technical barriers toprotect the safety of our country industry and promote the development of science andtechnology in the meantime.
