毕业论文设计调研报告 湖南省排污权交易管理平台的 题 目 设计与实现 学生姓名 指导教师 学 院 软件学院 专业班级 完成时间 2013年03月 摘要 环境是一种重要资源，同时又是一种公共产品。如何创新机制，发挥市场对 环境资源的配置作用，是环境保护政策措施的重要内容。 排污权交易以环境有偿 使用为前提，通过核定区域内排污总量，建立供求双方交易市场等措施，探索出 一条将市场机制引入环境保护的有效途径。 随着排污权交易工作的不断深入，排 污企业数量和形式的增加，传统的办公管理体系已经不能满足目前环保形势的新 要求，必须要利用现代信息技术对排污权交易管理工作实现电子化、 信息化，即 建立一套精确、有效、方便的排污权交易数据管理平台。排污权交易与网络管理 平台建设是开展排污权交易工作的基础之一，完善的排污权交易与管理网络平台 能降低交易成本、提高信息沟通和交易效率、强化环境管理。因此“湖南省排污 权交易管理平台”就是基于上述目的开发的。 本系统采用B/S架构作为系统的总体结构，利用 Java、JSP、ASP等开发技 术。实现企业初始排污权指标的分配、核定和管理；实现排污权交易信息的网上 发布，排污权信息的综合管理，以及数据查询分析，并对排污权交易的资金留信 息进行管理。 ABSTRACT The environment is an important resource, and it is also a public product. Howto innovate the mechanism, play a role of market allocation to the environmental resources configuration, is an important content of policies and measures for environmental protection. The emission trading in the paid use of the environment as the premise, through the total amount of emissions of the approved area, to establish the supply and demandsides of the market and other measures, to explore an effective way of introducing market mechanism into environmental protection. With the deepening of the emissions trading work, the increase in the quantity and form of sewage companies, traditional office management system can not meet the newrequirements of the current environmental situation, we must use modern information technology to achieve electronic emissions trading management, information technology, namely the establishment of a set of precise, effective, convenient and emissions trading data management platform.
