Whether local governments could conform to the specific need of history to carry out the scientific and innovative construction or not will have a vital effect on economic construction and social transformation of the whole society. The examination of the performance of the party and government leadership is an important part of the Chinese government construction. Therefore,it penetrates every aspects of government management and influences the direction of government reform and construction. However,it is now still at a preliminary stage in China and there remains several problems to be explored,improved and refined.Aiming at the practical problems of the examination of the performance of the party and government leadership,this paper will summarize and analyze the major problem existing in it. At the same time,I choose the examination of the performance of the party and government leadership in Shaoxing City as a case.
