PAGE PAGE 26 化工园区应急协同能力影响因素研究 摘要 化工行业的发展提高了我国的经济水平和国际地位。但是，在化工园区发展的过程中，各类安全方面的问题也日益显现。园区内一个企业的安全状况定会影响周边企业的安全状况，化工园区的安全和稳定发展主要取决于园区内各个企业之间的互相协作和资源共享。因此研究化工园区应急协同能力影响因素对于提高化工园区整体应急管理能力有重大的建设意义。 本文首先分析了化工园区的生产特点和风险特点，并统计了近年来化工行业频发的三大类事故，研究在事故救援过程中应急协同方面的不足之处。通过对国内外文献研究和案例分析法，提取出了影响化工园区应急协同能力的关键因素，并构建了针对化工园区应急协同能力的评价指标体系。一共包含两层指标，一层指标4个，二层指标19个，运用专家打分法和层次分析法对其权重进行计算，得出结果。最后通过模糊综合评价法以南京化工园区为例对其应急协同能力进行分析，得出关于提高我国化工园区整体应急协同能力的对策与建议。 关键词：化工园区，应急协同能力，影响因素，层次分析法 Study on the influence factors of emergency coordination of CHEMIC Abstract The development of chemical industry has promoted the level of Chinas economy and international status. However, in the process of development of the chemical park, all kinds of security issues are also increasingly apparent. The security of an enterprise will affect the safety of the surrounding enterprises. The safety and steady development of the chemical industry park are mainly determined by the mutual cooperation and resource sharing among the enterprises in the park. Therefore, it is of great significance to study the influencing factors of the emergency coordination of chemical industrial parks to improve the emergency management ability of the chemical industry park. This paper analyzes characteristics production and risk characteristics of the chemical industry park, makes a statistical analysis of the three major accidents occurred in the chemical industrial park this year and will study the deficiency of emergency coordination in the process of accident rescue. On the basis of literature research and case analysis at home and abroad, the evaluation model of emergency coordination capability of Chemical Industrial Park was built.
