PAGE PAGE 25 中国资本外逃现状分析与对策 摘要 资本是一个国家经济发展的基础，没有大量的资金，发展就是一句空话。我国自从上世纪七十年代打开国门，实行改革开放以来，大量的外资涌入中国，为中国经济的腾飞打上了一剂强心剂，中国经过三十多年的发展，一跃成为世界第二大经济体。但是，在大量的资本涌入中国的同时，也有相当多的资金逃过外汇部门的监管流出境外，这些资本外逃不仅使我国引进外资的实际作用大打折扣，而且对我国经济的安全造成威胁。只有对我国的资本外逃的现状有一个清晰的认识，才能更好地提出遏制其继续出逃的对策。 本文开篇首先提出国内外关于资本外逃给出的不同定义，听取各家之言继而提出自己对资本外逃的理解。其次，根据多年来国外资本外逃的经验总结出了导致资本外逃的一些普遍原因，再以这些原因作为理论依据，结合我国实际情况，分析得出了导致我国资本外逃的主要原因。弄清主要原因后，就可以推测出我国资本外逃的主要途径。有了这些条件，再配合整理出的相关数据，就可以计算出我国历年来的资本外逃规模，从而对我国的资本外逃现状有一个最直观的认识。本文所采用的测算方法是间接测算法。最后一章第一节对资本外逃对一个国家的不良影响进行分析，使人们认识到遏制资本外逃的重要性和急迫性，第二节给出控制资本外逃的对策，结束全文。 关键词：资本外逃，原因，规模，对策 Analysis and countermeasures on Chinese capital flight Abstract Capital is the foundation of a countrys economic development ,with no money, the development is just blather. Since our seventies of last century opening its doors, the implementation of reform and opening up, a lot of foreign investment into China, Chinas economic take-off marked by a shot in the arm. After thirty years of development, China became the worlds second largest economy body. However, there is a large amount of capital invests into China, but also a considerable number of capital escape the foreign exchange outflow of China authorities, these capital flight not only Chinas actual role of foreign investment greatly reduced, but also on Chinas economic security threat. Only the status of capital flight have a clear understanding, in order to better curb its proposed measures continue to flee. Firstly ,it begins with proposing different definitions of capital flight that abroad is given, and then listen to the various statements put forward their own understanding of capital flight. Secondly, according to the years of foreign capital flight experience summed up some of the common causes of capital flight, then these reasons as the theoretical basis, combined with Chinas actual situation, analyze the results of the main causes of capital flight.
