PAGE PAGE 1 摘要 随着经济全球化的发展和信息技术等条件的改善,使制造业外包逐步由产品生产加工环节的物质外包向服务外包发展。相对于物质外包,服务外包不但是知识、技术、资本密集型产业,同时也是节能减排产业,这使得越来越多的国家认识到服务外包市场的巨大潜力,发达和发展中国家中的一些中小型企业纷纷加入到全球服务外包市场的行列中,使得全球服务外包市场的规模迅速扩大,竞争也日趋激烈。本文在国内外服务外包迅猛发展的大背景下,重点研究发展服务外包,特别是针对制造业发展的生产性服务外包,如何推进制造业产品价值链升级、转变贸易增长方式、扩大高附加值的服务产品与工业制成品出口,实现制造业产业结构的优化升级。 本文通过分析国际分工的发展过程，重点放在分析潍坊市的近年来的服务外包发展现状，找出矛盾存在点及应对措施，以更好地促进其发展。在分析服务外包与制造业的技术进步效应,贸易增长效应以及结构优化效应的基础上,说明了服务外包对制造业向价值链高端方向发展,优化结构的作用。同时,本文基于中国的投入产出数据,采用外包计算公式,计算了中国23个制造业行业的服务外包率和物质外包率,分析了服务外包对中国制造业发展的影响。研究结果表明,虽然中国的服务外包低于物质外包,但服务外包的上升速度却大大超过了物质外包的增长,服务外包对制造业产出也具有显著的促进作用,并且这种促进作用远远大于物质外包。 关键词：服务外包、制造业发展 Abstract With the development of economic globalization and the improvement of information technology and other conditions, the outsourcing of manufacturing industry is gradually outsourced to the service outsourcing.
