摘要 20世纪90年代以来，我国开始兴起社区建设。社区建设是一个城市基层社 会管理制度的创新过程，是用一个新型的社区制社会替代传统的单位制社会的 过程。在这一过程中，社区非营利组织逐渐发展起来，并在社区建设中发挥着 重要的作用。然而，作为新生事物的社区非营利组织仍然面临着许多现实困境。 本文以社区非营利组织在社区建设中的困境与发展作为重点，运用制度经 济学中制度创新的有关理论进行分析。本文首先回顾了社区非营利组织在社区 建设中的发展背景与发展阶段，继而分析了其在社区建设中的发展动力。由于 我国社会力量不足，社区建设成为一个政府主导的制度创新过程，社区非营利 组织在其中起辅助作用。在此基础上，本文从社区非营利组织与政府的关系、 社区意识和志愿精神、组织性质等方面分析了社区非营利组织的困境。本文认 为，我国的社区建设必须由政府来领导，但这种制度安排也在一定程度上对社 区非营利组织的自主发展造成影响。相关的法律法规等制度环境也对社区非营 利组织的发展形成一定阻碍。 最后，本文就如何推进社区非营利组织提出了几点思路。要破解社区非营 利组织目前的困境，就要从加强制度环境建设、构建政府与社区非营利组织的 伙伴关系、培养社区居民的社区意识与志愿精神、引入市场化机制等方面入手， 使社区非营利组织在社区建设中的作用得到真正的发挥。 关键词：社区建设 社区非营利组织 制度创新 3 Abstract The community building began in our country in 90s.the community building is a process of institution innovation in which the traditional society based on units is replaced by the new society based on community. The community NPOs have developed in the process and play an important role in the community. As a newly emerging thing, the community NPOs still have a lot of difficulties to face. This paper emphasizes on the dilemma and the development of community NPOs in the community building, analyzing them on the view of the institutionism. The paper firstly reviews the background and the develop stages of the community NPOs, and then analyze the impetus of the community NPOs in the community building. The community building is a process mainly directed by the government because the society itself is too weak to push the community building. The community NPOs just assist the government.
