政治认同视角下的欧盟高等教育合作 摘要 从欧共体逐步发展而来的欧洲联盟不断巩固和扩大，欧洲一体化进程越来 越受到世人的关注。正如欧盟的演变轨迹一样，欧洲一体化的发端和重心一直 较为集中于经济、技术等领域，而涉及文化、教育等方面的合作则起步较晚， 没有得到足够的重视。然而，对于欧洲这样一个经济水平已经相对发达的后工 业社会来说，对欧洲人心理层面上的整合则更为关键，这直接影响着一体化能 否更深远地推进。因此，本文把研究视野投向对欧洲的意识整合方面具有至关 重要意义的政治认同问题之上，以具体的 “欧盟高等教育合作”为案例进行有 针对性的分析，试图在厘清该合作领域概况的基础上，探讨欧盟高教合作如何 通过政治社会化培育“欧洲公民”，以此来树立和强化欧洲的政治认同，然后检 视其在这一过程中遭遇的瓶颈，并简要探讨欧盟高教合作的启示和欧洲政治认 同未来的前景。 关键词：欧洲联盟 高等教育 政治认同 公民身份 政治社会化 3 政治认同视角下的欧盟高等教育合作 Abstract The European Union (EU), which is developed from the European Economic Community, has been consolidated and enlarged gradually. The European integration also has been paid more and more attention from the people. Like the developmental track of EU, the beginning and center of the European integration have concentrated on the areas such as economy and technology, but the cooperation on the culture and education started later and did not get the enough regard. However, the conformity of the European people’s psychology is more crucial for Europe, a post-industrial society with relatively higher economic level. Because it direct impact on that whether the integration can be promoted further. Therefore, this paper focuses the study perspective on the political identity which is very significant for the European idealistic integration. Taking the European higher educational cooperation as the specific example for analysis, the author tries to outline the general cooperation situation in the field, then discuss how the cooperation to cultivate the European citizens by the political socialization in order to establish and intensify the Europ
