摘 要 治理理论作为一种理论工具在公共管理研究中具有广泛的适用性。从公共管 理的角度来看，治理理论所倡导的多元主体、上下互动、社会自主性、善治等内 容对于研究政府行为有着重要的启示作用。市民社会理论的发展以及现实中市民 社会力量的壮大为研究治理理论视野下的政府决策行为提供了切入点。政府决策 行为由于自身在政府管理过程中所居的首要地位决定了如何将公民参与合理地 吸纳到政府决策过程当中来成为了一个不能忽视的问题。政府决策行为自身受到 政府决策环境、公众参与力量、行政领导决策体制以及政府强制力的作用范围等 诸多因素的影响。在治理理论视野下如何协调公众参与过程中的冲突与秩序、如 何处理行政效率与民主参与之间的关系、如何提高政府决策的科学性与规范性成 为政府决策过程中必须着重解决的问题。本文正是基于治理理论的框架对当前影 响政府决策行为的因素和政府决策行为面临的挑战进行分析，进而提出借鉴治理 理论的相关内容来规范政府决策行为的合理化建议。 关键词：治理；政府决策；市民社会；公民参与 Abstract The theory of governance, as a theory tool, has large adaptation in the study of public management. From the view of public management, what it declares about multi-participants 、mutual activity 、social autonomy and good governance, has enlightenment for the study of governmental behavior. The development of civil society theory and the strength of parts of factual civil society offer an written point for the study of official behavior under the viewpoints of governance. Because of its own primary influence, governmental decision-making decides on that the problem that how to intake the citizens’participances reasonably in the decision-making procedure become considerable. The behavior of governmental decision-making is influenced by many factors such as outer environment、the parts of participants 、 mechanism of administrating decision-making and sphere of action of government force. Under the viewpoints of governance, governments must focus on the solution to these problems such as how to coordinate the conflicts and order in the procedure of citizens’participance, how to deal with the relationship between the administrating efficiency and democratic participance,
