要 本文简述了我国电力企业主辅分离改革的背景及现阶段存在的问 ，分析了 电力企业主辅分离的重要意义，以及国有企业改革和电力企业改革对供电企业主 辅分离的内在要求，在深入理解国家关于国有企业主辅分离改革政策方向、查找 政策依据的基础上，学习和借鉴其他国有企业的改革经验，针对目前供电企业主 辅业和多经企业的特点，分析了具有代表性的供电企业主辅分离面临的困难和处 境，利用所学的企业战略、组织行为学、人力资源管理等相关理论，引入分立式 重组概念，对供电企业主辅分离提出了设计预案，探讨如何站在企业长远发展和 维护职工长远利益的高度，以提升企业市场化运作能力为出发点，从体制改革、 机制创新和观念转变三个层面对主辅分离工作进行系统筹划，合理设计，提出改 革方案建议和有关政策建议，同时争取到多数职工的理解和支持，顺利完 主辅 分离工作，最终使企业走上良性健康发展的道路。 关键词：主业 辅业 主营业务 多种经营 分立式重组 1 Abstract This dissertation briefly describes the background of separating secondary lines of business from core business and problems currently existing, analysed the importance of this reform to power supply enterprises, and internal demands from state-owned enterprises reform and power supply enterprises reform for secondary lines of business from core business separation. On the basis of deep understanding the guidelines of this reform policy in state-owned enterprises, summarising policy foundation, the author has learned and borrowed experience of other state-owned enterprises and analysed difficulties and situation represented by power supply enterprises aiming at the characteristics of secondary lines of business and core business in power supply enterprises and their diversification. The author also has used relevant theories of business strategy, organisational behaviour, human resource management, introduced discrete-point restructuring concept, proposed scheme design for separating secondary lines of business from core business, discussed, from the perspective of sustainable development of the enterprise, and long term benefits of the employees, how to upscale market operation capability, proposed a systematic and comprehensive plan for separating secondary lines of business from
