The major part of the reason is the abilities and qualities of university students are not match the requirement of companies. Furthermore, most colleges and universities are still apparently different with he employer in personnel training of philosophy, objectives and methods. Education system that simply focusing on the theory of knowledge transfer, has been unable to adapt to the social development needs; students themselves don’t emphasis on the improvement of ability and quality; companies and community have a certain lack of patience and there is a lack right to treat the problem of ability and quality of students. Therefore, in terms of university and college students to develop the general employability should be to make a smooth job with job opportunities and maintain a variety of ability and quality. For now, Competency study is based on enterprise status, and college students, there is no clear job. To competency-based capabilities to improve the quality of students it might be a good idea. This paper aims to study the general competency model of university students, appealing students, universities and companies together to build training model that can match supply and demand.
