A Research into the Administration of Personnel File
Abstract
The personnel file,which is an important means in discovering,
employing and administrating talents,is playing an increasingly
important role in exploring human resources and in foretelling and
establishing talents system.However,problems caused by traditional
ideologies and an insufficiency in attaching importance to talents have
come into existence in many basic levels,and these problems have
hindered the development of our society.Based upon a through
investigation and a profound analysis,this thesis argues that SO far we
have confronted the following problems:1.an inferior quality in the
administration of personnel file,which finds expressions in a lack of
individuality and innovation as well as a fake and inaccuracy in the
contents and the superiority of politics over the professions.2.A
dissociation of personnel from file which results in an increase in
unsolved files.3.an unadjustment of the personnel file to the new
situation which leads to a multiple of management featured by the“file
following personal”.4.An out—of-date administration approach
characterized by manual manipulations.
This thesis aims at solving the above mentioned problems.
Following a through analysis with regard to the reforms of personnel
system and market economy,we propose that we should firstly try tO
enhance the quality in the administration of personnel file;secondly we
should manage to find the key problems and deal with those“unsolved
files”;thirdly we should establish a sound personnel file administration
