提高县级政府公共服务能力的研究 ——以鄂托克前旗为例 摘要 不断完善政府的公共服务职能，提高公共服务能力，建设公共服务型政 府，是近年来行政管理体制改革的重点，也是适应复杂多变的国际国内形势， 推进市场化改革，不断满足人民群众日益增长的公共服务需求，实现经济社 会协调可持续发展的需要。从推进政府转型的实践路径来看，虽然我们已经 建立了初步完善的公共服务体系，但目前县级政府的公共服务还停留在较低 的水平上。因此，本文力求在深刻把握公共服务职能基本内涵的基础上，借 鉴国外县级政府公共服务发展模式，从转变观念、创新机制、完善措施等方 面入手，加快政府转型步伐，不断提升公共服务能力，进而形成有效的县级 政府公共服务体系，为推进经济社会又好又快发展提供有益借鉴。 作为一名县级政府的工作者，笔者对提高县级政府公共服务能力的重要 性和迫切性深有感触，于是拟在整合和借鉴国内外研究成果的基础上，运用 行政学、政治学、社会学、管理学等学科的基本原理，采用规范分析与实证 分析相结合的分析方法，以县级政府公共服务能力建设为主线，指出公共服 务是县级政府管理的应有之义，对县级政府公共服务提供中存在的问题、原 因进行全面、系统地分析，并就在新形势下如何提升县级政府的公共服务能 力提出具有前瞻性与可操作性的对策建议。 关键词：县级政府，公共服务能力，鄂托克前旗 ABSTRACT PUBLIC Constantly improving the government’s public service function and constructing public service govemment is the focus of administrative reform in recent years．It is also the need to adapt to the complex and volatile international and domestic situation，promoting market—oriented reform，and to meet the people’s growing demand for public services，thus achieving coordinated and sustainable economic and social development．From the path of advancing the practice of governrnent transformation point of view，the local government’s public services still remain at a low level，although we have established a preliminary comprehensive public service system．Therefore·this article sought to give useful references to promote the sound and fast economic and social development by grasping the basic meaning of public service functions，by referencing foreign mode of local government public service development，by transforming ideas，innovating mechanisms，and improving the measures to accelerate the pace of transformation of the government and improve public service capacity，and then forming an effective public service system of local govemment． f。 As a local government worker，the author has a deep feeling on the importance and urgency of improving local government public services，SO based on integrating and learning from research results，the author use the basic principles of administrative，political science，s
