[Abstract] the United States on the pre-school education as human capital investment in educational economics results show that: pre-school education has a high rate of return on investment, and can zoom into the other stages of education benefits. China’s lack of investment in pre-school education was mainly due to uncertainty exclusion, caused by delayed return “decision-making delays” and other economic reasons. Should be sustained and steady development of pre-school education, our country must pre-existing investment system reform: the establishment of a sound research system to investigate the long-term effects of pre-school education and investment income in order to encourage the parties to pre-school education inputs; increase the pre-school’s financial inputs, and the financial investment in pre-school education lies in narrowing the region, City; gap; establishment of a central-based, local pre-school education, supplemented by financial input mode.
