摘 黯:行政程序中对于社会公众参与的保障是现代行政法的囊要内容。从公众参与的法律保障人手，
对行政程序中公众参与保障的基本问团进行研究，指出公众参与平台构建的荔石是服务与合
作、信任与沟通。论证抽象行政行为中公众参与的保障制度。从四个阶段阐明具体行政行为行
政穰序中公众参与的保障制度。提出公众参与权极性的提高应当童在培养参与的主动性并注
意利益引导。
