In the new century, China’s colleges and universities launched a new round of internal management system and mechanism reform. Performance management as a management tool, management systems and management concepts, although due to corporate performance measurement, but I believe that it is also concerned about the performance of the higher vocational colleges and feasible. In 2003, the pilot vocational college education, science and planning issues according to the National ‘Higher Vocational and Technical College Performance Management Model’ phased research achievements in the implementation of a performance management system in college. To explore the implementation of Higher Vocational School of the effectiveness of performance management, the author studies in the literature and on pilot performance management, vocational college, based on fieldwork carried out a theoretical framework and empirical research. The empirical research is based on the following premises: faculty and staff to improve individual performance would inevitably lead to organizational performance improvement. In the thesis under the premise of the establishment, according to theoretical framework, this study will be empirical three assumptions:
Suppose one: After two years of pilot performance management, staff and improve the level of performance.
Assumption 2: Performance management can be explained to some extent changes in the level of faculty performance.
Suppose three: strategic objectives, synergies, innovation and achievement orientation as a pilot vocational hospital key to the effectiveness of performance management implementation impact factor.
