澳大利亚联邦政府与州、领地政府幼儿教育与保育合作问题研究 赵强 泰山学院教师教育学院 X 关注成功！ 加关注后您将方便地在 我的关注中得到本文献的被引频次变化的通知！ 新浪微博 腾讯微博 人人网 开心网 豆瓣网 网易微博 摘????要： 近年来, 澳大利亚联邦政府与州、领地政府在幼儿教育与保育领域进行了广泛合作。合作的驱动因素主要有:在该领域, 双方的角色与职责多有重叠;纵向财政不平衡, 导致州与领地政府对联邦政府产生财政依赖;幼儿教育与保育具有全国重要性。合作主要在学前教育普遍入学、质量管控、土著儿童发展和师资队伍建设等方面展开。合作取得了较好的成效, 但同时也面临着若干挑战, 如高度纵向财政不平衡带来负面效应、政府的财政压力较大以及绩效公共问责受到掣肘等。澳大利亚联邦政府与州、领地政府在幼儿教育与保育方面的合作为我国的学前教育工作提供了若干启示, 包括:加强中央政府和地方政府的学前教育合作、明确双方的角色与职责、合理安排中央政府与地方政府间的财政关系。 关键词： 幼儿教育与保育; 各级政府间合作; 学前教育; 澳大利亚; 作者简介：赵强, 管理学博士, 泰山学院教师教育学院讲师。 收稿日期：2017-07-08 Cooperation between the Commonwealth and States and Territories in Early Childhood Education and Care in Australia ZHAO Qiang School of Teacher Education, Taishan University; Abstract： The Commonwealth and states and territories cooperate extensively in early childhood education and care (ECEC) in Australia in recent years.The main drivers of cooperation include the multiple overlapping of roles and responsibilities of the two parties in the field, dependence of states and territories on the Commonwealth as a result of vertical financial imbalance (VFI) , and the national significance of ECEC.Two levels of governments cooperate mainly in universal access to pre-school education, quality supervision, indigenous child development and teacher construction.Australia has achieved some success from the cooperation, but is faced with several challenges, such as a few negative effects resulting from high levels of VFI, fiscal pressure confronting two levels of governments, and performance accountability subject to several limitations.We can get some inspirations from the cooperation policy in Australia for the relevant management in our country, including enhancing cooperation in preschool education between central and local governments, clarifying the roles and responsibilities of the governments, and handling the fiscal relations between them reasonably.
