AbstractGovernance capacity of grassroots regime will show different state along with adjustments of national policy , and the village-level regime will be especially affected by adjustment of national policy in the governance process .The village-level regime used some legitimacy violent management means to complete management tasks before agricultural tax and fee reform, however, the original means had to exit the stage of history along with the government standardizing the administrative behavior of grassroots. In the new situation,in the pressure type system the village-level regime regains some of the institutionalized means to serve the management.This paper tries to explore the causes and consequences of grass-roots management capacity through three stages . The first stage, village-level regime used the legalization violent tools to complete the task before agricultural tax and fee reform, then the relationship between cadres and farmers extremely deteriorated,and the legitimacy of regime was questioned. The second stage, in oder to building a harmonious society and with government standardizing the administrative behavior of grassroots, the governance of village-level regime fall into a plight in the Post-agriculture-tax Time.
