摘要随着水利科技对农田水利发展的推动作用日益突出，加大对农田水利科技的投 入，改变农业基础设施薄弱的现状，加强水利建设的改革，促进先进科技成果在水利 发展中的转化应用这一工作已变得十分迫切。2011 年，在关于加快水利改革发展实 施的中央一号文件指出：“我们要健全水利科技的创新体系，对基础条件平台的建设 和基础研究、技术研发要进一步加强，努力实现在水利的重要领域、关键环节及核心 技术上的新突破，取得拥有重大价值的研究成果；加强水利先进适用产品、技术的推 广，建立其推广示范基地，逐步加大对水利科技研究和推广资金投入 ”。水利科技推 广项目作为财政支农项目的内容，如何加强对其投资以提高资金使用效率，如何对项 目绩效进行评价使其更好的为未来项目管理的合理决策提供依据已成为政府关注的 焦点。因此，绩效评价研究对投资结构的优化，财政资金的合理分配，投资绩效的提 高，以及后期农田水利科技推广项目的决策和管理水平的提高都具有十分重要的作 用。本文首先对项目绩效评价的国内外发展进行了研究，后对项目绩效评价的相关理 论、评价方法及指标体系的设计进行了全面探讨，最后通过案例进行实证研究。本文共分为六个部分。第一部分介绍本文的研究背景、意义、方法、目的、研究 框架，并对国内外相关的绩效评价进行深入的研究和分析。第二部分为相关理论研究。 论文介绍了农田水利项目及绩效评价原则特点、农田水利科技推广项目的范围和内 容，以及对公共财政评价、委托经济责任理论与“4E”原则等理论进行了研究分析，从而确定本文的理论基础。第三部分主要分析了项目绩效评价的相关方法，从而选择本文的评价方法。第四部分指标体系研究及构建。在借鉴相关研究的成果的基础上，针 对浙江省农田水利科技推广项目的具体情况及特点，本文从财政项目绩效生成流逻辑的角度进行指标体系设计，最后形成了 20 个具体指标，7 个基本指标和 3 个维度指标的评价指标体系。第五部分以浙江省农田水利科技推广综合示范项目为例，采用所 构建的指标体系，应用模糊综合评价法进行实证分析，得出该项目实施良好，较好的实现了预期目标。第六部分对论文研究进行总结展望，指出论文的创新、不足，以及未来研究方向的展望。关键词: 农田水利，绩效评价，层次分析法，模糊综合评价ABSTRACTWith the promotion role of water science and technology to irrigation development become increasingly prominent, increase investment to change the status of weak agricultural infrastructure, strengthen the reform of water conservancy construction, promote the application of advanced scientific and technological achievements in water conservancy development has been an urgent work.
