摘 要 跨太平洋伙伴关系协定（Trans-Pacific Partnership Agreement，简称 TPP）最 初是由 4 个小型经济体为促进区域贸易和投资自由化而创立的自由贸易协定。但 是随着美国和日本的加入，TPP 迅速壮大，引起了各国政府和学者的广泛关注。 本文通过分析 TPP 的创立背景和协议内容发现 TPP 是一个标准高、范围广、 极具开放性的综合自由贸易协定。TPP 在政府采购、知识产权、劳工和环境保护 等议题上要求十分严格。如今，TPP 已经经历了 19 轮谈判，纵观 TPP 的发展历 程，本文提出 TPP 的战略遵循由小国到大国、由点到面和由抽象到具体的规律。 但是 TPP 高标准、高质量等特征和涉及的敏感话题也使该谈判陷入僵局，很难 达成一致。目前各成员国都为之付出努力，为达成谈判贡献自己的力量。因而本 文认为今后，TPP 将会适应世界经济发展的需要，扩大范围、在各个方面进行协 调、制定出互惠互利的贸易规则，使全球贸易更加公开透明、更加自由便利。 本文还探讨了 TPP 对美国、日本在政治和经济上的影响以及对亚太地区和 亚太区域经济一体化的作用与影响。通过权衡中国加入 TPP 的利与弊，本文认 为虽然短期之内中国面临太多的挑战，但长远来看，加入 TPP 给我国带来的机 遇远远大于这些挑战。所以本文也预测未来在适当的时机，在满足符合自由贸易 区发展的条件下，中国会加入 TPP，面对 TPP 带来的挑战。 关键词：TPP，区域经济一体化，跨太平洋伙伴关系协定，自由贸易协定 Abstract Trans-Pacific Partnership Agreement, or TPP for short, is a Free Trade Agreement that initiated by four small open economies to promote trade and investment liberalization. But with the joining of American and Japan, TPP expanded rapidly, and caught the experts and scholars’ widespread attention. By analyzing the background and the content of TPP, we found that TPP is a high-standard, wide-scope and open complex Free Trade Agreement. Requirements of TPP on government procurement, intellectual property right, labor and environmental protection are very strict. After 19 rounds of negotiation, reviewing the development history of TPP, it seems that the strategies of TPP are following the pattern that from small country to big country, from point to plane and from abstract to specific. However, the characteristics of high-standard and high-quality as well as some sensitive subjects made it come to a deadlock and reached an impasse. Now, all the members are trying to resolve these differences, making joint effort to reach the agreement, so this paper think in the future, TPP will fit the need of the global economic development, broad its coverage, reconclie all the aspects and devise a trade rule with mutual benefits to make the global trade more open, more transparent and more convenient.
