Some people unscrupulously talk nonsense on the net, the virtual space, to challenge the human civilization by “no government” stage of the net. One of the solutions is to strengthen self-restraint of the internet users and websites and to promote healthy and orderly development of the network life. However, the disadvantages of “grassroots search” method are bound to spread, fueling the arrogance of the lawbreakers, if the public response has always been so slow and if the private rights have always been protected by law incompletely while challenged by modern high-tech products again and again. Under the background of legal issues reflecting from the frequent occurrence of “grassroots search” cases, this paper starts from the disputed social assessment of “grassroots search”, researches on the conflicts and the checks and balances of the protection of personal privacy and reputation on the net and the opening up of network information and liberty of speech in the filed of tort liability of “grassroots search”.
