摘要 摘要 城镇化背景下新型农村社区建设研究——以章丘市为例 城镇化背景下新型农村社区建设研究——以章丘市为例 I I PAGE PAGE IV 摘 要 城乡分割“二元体制”的存在拉大了城乡发展差距，造成贫富两极分化，严重制 约了我国全面小康社会建设和社会主义现代化发展，成为城镇化道路上的绊脚石。新 型农村社区建设作为新型城镇化建设的着力点和突破口，具备有别于传统农村社区的 城镇功能，有利于优化和发展城镇化体系，是实现工业化、城镇化和农业现代化“三 化同步”的重要基石。近年来，我国相继出台多项政策措施扶持“三农”发展，加快 新型农村社区建设。当前，新型农村社区建设正在全国如火如荼地开展，部分农村居 民已乔迁新居，但是在推进过程中仍存在各种各样的问题和困难。本文对城镇化背景 下的新型农村社区建设进行综合研究，分析新型农村社区建设过程中存在的问题，有 针对性地提出解决问题的对策和建议，从而有助于推动新型农村社区建设，实现农村 社会健康稳定发展和广大群众安居乐业。本文除绪论外，共分为四个部分： 第一部分，对城镇化建设和新型农村社区建设的相关概念进行阐释，概述政府行 为理论、以人为本理论和协调发展理论，总结城镇化与新型农村社区建设的关系。 第二部分，介绍了新型农村社区建设的背景、意义、内容和模式。新型农村社区 建设的意义有：有利于加快城乡一体化进程，有利于推动城镇化建设，有利于拉动农 村经济发展、提高生活质量，有利于改善居住环境、节约土地资源，有利于加强社会 管理、维护社会稳定。新型农村社区建设的内容包括社区经济建设、社区政治建设、 社区文化建设、社区公共服务建设和社区平安建设。新型农村社区建设的模式主要有 四种：合村并建型、一村一社型、镇区带动型和村企联建型。 第三部分，在分析章丘市新型农村社区建设现状的基础上，总结了新型农村社区 建设过程中存在的问题和原因。存在的主要问题有：社区规划与管理不当、征地矛盾 突出、基础建设滞后、公共服务不健全和产业发展不顺。相关原因是：政府管理缺位、 社区资源匮乏、群众权益意识不强和管理机制不健全。 第四部分，提出加快新型农村社区建设的对策建议，包括加强组织领导，促进工 作落实；科学规划设计，提高建设标准；坚持以人为本，做好群众工作；加大资金投 入，整合村级资源；加快产业发展，提高生活质量；完善公共服务，健全保障体系。 关键词：城镇化；新型农村社区建设；章丘市 Abstract The existence of two element system between urban and rural widens their development and causes the polarization between the rich and poor, which seriously constraints the developing of the construction of our comparatively well-off society and social modernization and also becomes a stumbling block on the way of urbanization.
