I I 宁夏大学硕士学位论文 摘要 摘要 对中国来说，发展小城镇、搞好小城镇建设具有重大的理论与实际意义。加强小城镇建设，引 导乡镇企业和农业人口向小城镇转移和集中，可以实现生产要素的规模化集聚，提高资源配置效率。 城镇功能的不断增强，对周围农村会产生更大的辐射带动作用。这对于提高我国城镇化水平、解决 “三农”问题和城乡经济社会协调发展问题及全面建设社会主义新农村有重要的意义。本文以中国 小城镇发展的理论和实践状况的分析及国内外小城镇建设的经验和理论为指导，结合新河镇建设的 现状、存在的问题及产生的原因，探索出新河镇建设的具体解决对策。本文主要有以下六部分： 第一部分为绪论，主要论述本文的研究背景、研究意义、研究的技术路线与方法、国内外研究 现状及本文的主要创新点。 第二部分主要在理论和实践上研究我国的小城镇发展。理论上研究主要集中在小城镇的概念、 类型、特点、原则、学术界关于我国发展小城镇的不同见解及中国小城镇发展中存在的问题及影响 方面；实践上研究主要集中在中国小城镇发展的历史进程和现状分析方面。 第三部分主要分析了新河镇建设的基本情况、存在问题及问题产生的原因。 第四部分主要对国内外经验进行系统研究。 第五部分运用小城镇建设的基本理论知识，借鉴国内外建设经验，立足新河镇实际，提出解决 对策。 第六部分是小结及需要进一步研究的问题。 关键词：小城镇建设，发展状况，新河镇，具体对策 II II 宁夏大学硕士学位论文 Abstract Abstract For China, the development and construction of small towns have great theoretical and practical significances. Strengthening construction of small towns, guild ing village and township enterprises and the agricultural population move and concentrate to small towns could achieve concentration factors of production and improve the efficiency of resource allocation. The improved Function of towns would have a greater radiation leading role on the surrounding countryside. It is benefit to improve the level of urbanization in China ,settle the three rural and coordination development issues in urban and rural economic and society ,build a new socialist countryside.
