重庆大学硕士学位论文中文摘要 重庆大学硕士学位论文 中文摘要 I I 摘 要 城乡统筹中产业互动是城市和农村各生产要素的高效流动、优化配置，是二、 三产业对第一产业的经济扩张和拉动，从而能够跨越式地实现农业产业化、城乡 经济一体化，并推动统筹城乡协调发展，加快城市化进程，实现城乡共同富裕。 党的十七大政治报告提出：在“统筹城乡发展，推进社会主义新农村建设”中，要“建 立以工促农、以城带乡长效机制，形成城乡经济社会发展一体化新格局。”这不仅 阐明了城乡产业互动的重要意义，还说明了核心问题是建立“长效机制“，而完善城 乡产业互动的机制问题就是本文要研究的中心问题，也是本文的意义所在。 2006 年 6 月，沙坪坝区成为重庆市城乡统筹发展的试点区。在这以前，沙区 已经初步形成了以城市化产业化与城镇化联动、大企业与乡镇企业合作、企业投 资乡村的农业园区三种城乡产业互动的基本类型。2007 年 6 月，重庆成为全国统 筹城乡综合配套改革试验区，这给城乡产业互动提出了新的要求。为此，本论文 以统筹城乡发展的新形势为研究背景，以沙坪坝区实际情况为研究依据，以城乡 产业互动为研究对象，以现代农业园区建设为研究重点，以系统分析和实证分析 为研究方法，对沙区城乡产业互动效应进行了较为深入的探讨。 本文主要从两个方面着手研究，首先作者通过对一些乡镇政府、村委会、农 转非社区的干部和群众的访谈和问卷调查研究，在掌握了大量的第一手材料的基 础上，对沙坪坝区的城乡统筹做了综合的了解与分析。在掌握重庆地区的城乡统 筹基本情况和沙坪坝区的具体案例的基础上，重点对沙坪坝区城乡产业互动效应 进行了系统分析，最后提出目前城乡统筹中产业互动存在的主要问题，问题存在 的根源，提出了解决问题的对策和建议。其次，由于农民是产业互动的重要主体， 同时也是弱势群体，所以农民的话语权和参与应该得到重视，因此作者重点对沙 坪坝区农业园区的农民进行了问卷调查，对农民满意度进行了实证分析。通过以 上的研究分析，本文最后提出了建立以“共赢”为核心的内在机制，以“配套”为根本 的外部体系，以 “参与”为重点的体制活力，即 “内赢外配、增强活力”的城乡产业互 动发展基本思路。在这一思路的指导下，作者还对增强农民主动参与的积极性， 规避产业互动中的风险性，城乡统筹下政府管理的创新性，以及城乡产业互动对 城市化进程的影响等系列问题提出了具体的对策建议。 关键词：城乡统筹,农业,农民,产业互动 重庆大学硕士学位论文英文摘要 重庆大学硕士学位论文 英文摘要 II II ABSTRACT Interaction of various industries in the coordinated development of both the urban and rural areas is an important way to improve the mobility and allocation of requisites of production between urban and rural areas. It also can help the second and tertiary industries heave the primary industry and stimulate economic expansion, which results in agricultural industrialization, integration of rural and urban economies, and promotion of coordinated development of both the urban and rural areas. In the end, it can speed up the process of urbanization and realize urban and rural areas common prosperity.
