Abst Abstract 万方数据 万方数据 ABSTRACT Government Affairs Service Center is a brand new administrative model, and originally named as administrative examination and approval authorities. It is a kind of organizational, behavioral and value model, which is different from traditional government model. Due to the existence of lengthy link, multiple examination and approval and so on in the process of the reform of administrative examination and approval, and a power game between government affairs service center and various departments, the enaction of the developing strategy of government affairs service center has its complexity. Meanwhile, owning to prevalence of the new public service theory and the development of Chinese service-oriented government constructing in depth and width, more and more attention has been paid to the construction of government affairs service center. It not only brings efficient and incorrupt government, but has great significance for the reform of government system． Starting with theoretical basis, this thesis lists theories of new public management, new public service and strategic research----social self-organization theory, theory of sustainable development, performance theory and theory of strategic characteristics to support the construction of government affairs service center. The analysis of social self-organization theory from a social perspective concludes that “it demands society absorb the external negative entropy, namely, make an administrative reform”; theory of sustainable development indicates that the construction of government affairs service center and government structural change have great significance for sustainable social development; performance theory is the management of government affairs service center; theories of overall strategy and 3D features of strategic phenomenon is the core of theory of the whole thesis, based on these theories, the thesis builds up the whole strategic levels of government affairs service
