摘要 摘要 I I 摘 要 随着中国的农村贫困问题得到一定程度的治理，农村贫困人口数量和贫困发生率 逐年下降，在中国快速的工业化和城镇化过程中日益凸显的城镇贫困问题开始提上经 济学家和社会学家的讨论日程。作为中国西部省份的云南，其城镇贫困问题又呈现出 与别处不同的一些特点。 在造成贫困的众多原因中，失业在现今中国城镇贫困问题上占据了举足轻重的作 用。随着 1995 年开始的国有企业改制，大批下岗失业职工和在停产、半停产单位工 作的就业不足人员及其家庭沦为城镇贫困阶层的主要人群。1998 年开始的高校大规模 扩招导致的普通高校毕业生激增的情况也加重了城市中失业现象。在迅猛发展的城市 化进程中的失地农民被迫背井离乡到城市里谋生，这也是城镇贫困高发人群。 在本文中，作者以云南省为研究对象，对云南省现存的城镇失业型贫困问题进行 了理论上的阐述和对数据进行了经济学分析，提出了应对失业型贫困问题的根本对策 ——就业优先、增加就业。 本文内容共分为五个部分，第一部分为引言，详细叙述了本文的选题背景、研究 意义、研究方法和技术路线，以及对国内外与失业、贫困以及失业型贫困研究相关的 文献进行了梳理，以期对本文的研究提供有意义的借鉴。 第二部分写了贫困相关理论与反贫困国际经验，主要内容包括贫困相关定义和贫 困线的测量方法及贫困标准的界定；西方经济学的贫困理论和国内相关贫困理论；国 际经验的比较和借鉴主要介绍了美国、欧盟、日本和印度的相关扩大就业和防治失业 与贫困治理的政策。 第三部分对云南省城镇失业型贫困现状和数据进行了分析，通过定量描述的方 法，对 2006~2010 五年间云南省城镇贫困人口的数据进行了整理，研究了城镇失业和 贫困之间的相关性，指出失业是造成贫困的主要原因。 第四部分主要提出了治理“失业型贫困”的相关对策建议。分为两个角度来提出 对策：一是从微观行为主体的视角，即从失业个体的角度寻求就业问题的解决方法， 怎样提高其就业能力；二是从政府政策角度来展开讨论，应该制定哪些政策来扩大就 业、减少贫困，并且怎样检验政策的有效性以及经济效益和社会效益。 I II 第五部分为本论文的结论篇，主要总结了本研究的基本结论、可能的创新点、不 足之处以及以后还需进一步探讨研究的地方。 关键词：城市失业；城市贫困；失业型贫困 Ab Abstract PAGE PAGE III Abstract After China’s rural poverty issue has been solved to some extent and the poverty population and poverty rate in rural area has gradually declined, economists and socialists tend to give more attentions to the problem of urban poverty which becomes more and more severe in the process of china’s industrialization and urbanization. Yunnan province, which locates in the southwest of china, shows some distinctive features on the issue of urban poverty. Among the various reasons that cause poverty, unemployment plays an important role on the existing issue of china’s urban poverty. Along with the reforms in the state-owned entrepreneurs and the Jacobinical employment policy which was put into use in 1995, a great number of workers who lost their jobs and those worked in a factory that was in the state of off-production or semi-off-production as well as their families were reduced to the major components of poor people in cities.
