万方数据 万方数据 摘要 为了提高新时期我国广大中小学教师的专业可持续发展水平，教育部、财 政部自 2009 年起联合启动了“中小学教师国家级培训计划”(简称“国培计划”)。 “国培计划”是国家级的培训政策，也是一个具有国家形象的品牌，是落实教 育规划纲要首先出台实施的第一个重大项目。近年来，学术界对“国培计划” 的重要性、模式及评价等进行了一定的理论探讨，取得了相关的研究成果，但 整体来看，对于该项目的学术研究为数不多，且其中绝大部分是期刊论文，学 位论文比较少，尤其是关于西部地区初中数学骨干教师“国培计划”实施效果 的调查研究很少。所以，该研究的选题具有一定的现实意义。 本研究在对相关文献进行全面梳理的基础上，以 2012-2013 年参加西北师 范大学“国培计划”脱产置换研修的 162 位农村初中数学骨干教师为研究对象， 主要通过问卷调查法和访谈法等研究方法，主要从“参训学员的基本情况”、“参 训学员对‘国培计划’的认知情况”、“参训学员对培训需求调查的认识情况”、 “培训内容对参训学员的帮助情况”、“参训学员对培训模式的看法”、“参训学 员对培训评价方式合理性的看法”、“参训学员对培训专家团队的认同情况”、“参 训学员对培训结束之后的跟踪反馈情况”及“参训学员对‘国培计划’实施效 果的总体评价情况”等九个方面对西部地区初中数学骨干教师“国培计划”的 实施效果进行了调查研究。 研究结果表明，总体上西北师范大学承办的“国培计划”取得了一定的成 果，但在培训需求调查、培训教师配备、参训学员评价方式等方面仍需完善。 研究最后提出了“国培计划”发展的对策及建议：提高“国培计划”的宣传力 度、完善培训需求调查体系、设置科学实效的培训内容、构建以教师参与为主 体的培训模式、组建优秀的培训专家团队、重视培训结束后的及时跟踪调查。 本研究旨在为我国当前进行的“国培计划”提供理论与事实方面的借鉴， 从而为西部地区的教师专业发展尽一份绵薄之力。 关键词：初中数学骨干教师；国培计划；实施效果；调查 i ii ABSTRACT In order to improve the sustainable development of professional level of the primary and secondary school teachers in the new era, since 2009, the Ministry of Education, Ministry of Finance jointly launched the “National Teachers Training Program” (referred to as “National Training Plan”). “National Training Plan” is a national training policy, is a national brand image and it is the essentials of the education program introduced to implement the major project firstly. In recent years, the academia discussed the importance, model and evaluation of the “National Training Plan”, and get some research achievement, but on the whole, there are few academic researches about this project, and the majority of them are journal articles, the academic dissertation is less, especially about the effect of the “National Training Plan” in the junior high school mathematics teachers of the western regions.
