新体操二三级运动员技术等级标准制定及推广中面临问题和应对策略 　　摘 要: 对2006年版新《体操二、三级运动员技术等级标准》(以下简称新大纲 )制定过程进行了回顾与梳理,并从不同的角度对新《大纲》在推广中面临的问题进行了分 析。指出:新《大纲》动作比较适合在中学生中开展,但要使体操在学校中长期而健康的发 展下去就必须建立起可持续发展的观念。文中还指出体操专业教师少,体育教师沉重的心理 负担使体操在学校中开展受限;满足不同年龄阶段学生需求的阶梯式大纲体系及教委和体育 局联合举办体操比赛的模式还未形成,是新《大纲》推广中面临的主要问题。本文针对上述 问题提出了应对策略,旨在为我国各省市全面推广新《大纲》提供理论参考。 　　关键词:体操;技术等级;推广;面临的问题;应对策略 　　中图分类号:G832.04文献标识码:A文章编 号:1007-3612(2010)10-0105-06 　　 　　The Issues faced by the Formulation and Promotion of the New Ver sion of Gymnastics Technology 　　Grading Standard of Second and Third Level Athle te and the Countermeasures 　　ZHANG Yu-nan,GAO Liu-hong, XIE Jian-zhong,YOU Kun-yan 　　(Beijing Sport University,Beijing 100084, China) 　　Abstract: This paper reviews the formulation process of the 2006 version of the new Gymnas tics Technology Grading Standard of Second and Third Level Athlete (hereinafterreferred to the new standard) and analyzes the issues emerged in the analysis ofthe promotion process from different perspectives It reckons that the new sta ndard is feasible in the middle school course But it is necessary to establisha sustainable development concept to facilitate the long-term sound developmen t The paper also points out that the gymnastic teacher is in a shortage and th e mental pressure become an obstacle of the school gymnastics’ development Th e hierarchical curriculum meeting the demand of the students with different agesand the model of co-hosting gymnastic competition by the Ministry of Health an d the sport bureau is yet to be achieved They are the major issues in the prom oti on process of the new standard Focusing on these issues, the paper proposescountermeasures to provide references for the promotion of the new standard in C hina’s provinces and cities. 　　Key words: gymnastics; technique grading; promotion; issues; countermeas ures 　　 　　为了改善体操在学校体育和大众体育领域中令人堪忧的局面,体操中心于1998年聘请专 家,由李宁出资开始编写《普及体操大纲》[1]。2004年体操运动管理中心,根据 国家体育 总局重新修订的《运动员技术等级标准》体竞字[2004]152号文件的指示精神,于2004年 成 立了《体操运动员规定动作二、三级技术
