深化放管服改革制度经济学分析 　　摘 要： “放管服”改革是供给侧结构性改革的重要内容。面对“放管服”改革面临的难点，运用制度经济学分析框架，从“交易成本”出发，对改革中所存在的突出问题展开扫描。研究发现目前深化“放管服”改革关键在于解决制度性交易成本问题；而信息不对称是产生制度性交易成本的源泉。为进一步提升全社会资源配置效率，对深化改革提出三点建议：第一，改革和完善现有制度，降低非必要性政府制度性交易成本和非必要性企业制度性交易成本。第二，重视全社会市场信息对称分配的制度安排，降低搜寻、整合、维护的信息成本，由此抵制各种信息不对称带来的全社会策略成本。第三，充分利用新型信息技术，重视“互联网+”公共制度性信息平台建设。 　　关键词： “放管服”改革； 制度性交易成本； 信息成本； “互联网+”公共信息平台 　　中图分类号： D630 文献标识码： A DOI：10.13411/ki.sxsx.2018.02.009 　　Abstract： Deepening reforms in streamlining government administration， delegating more powers， and improving regulation and service is the main content of the structural reform of the supply side. In the face of the difficulties faced by the reform of “streamlining government administration， delegating powers， and improving regulation and service ”， the paper uses the framework of institutional economics analysis and starts with the “transaction cost” to scan the outstanding problems in the reform. The research finds that the key to deepening the reform is to solve the system transaction cost， and information asymmetry is the source of the system transaction cost. In order to further improve the allocation efficiency of the whole society， this paper puts forward three suggestions for further reform： first， to reform and perfect the existing system， to reduce the institutional transaction costs of non-necessity government and the institutional trade costs of non-necessity enterprises should be considered. Secondly， we should pay attention to the symmetrical distribution of market information and reduce the cost of searching， integrating and maintaining， thus resisting the whole social cost of information asymmetry.
