论问责官员复出机制构建 　　 摘 要: 伴随着问责制的常态化,问责官员的复出成为一个不可回避的问题。目前,我国问责官员复出的两大特点就是无序性和隐秘性,严重损害了问责制的严肃性和权威性,究其原因,主要是法制的缺位。《关于实行党政领导干部问责的暂行规定》的出台,在一定程度上弥补了之前的不足,但仍然不够健全和完善,应构建问责官员复出的科学机制:一是对问责官员进行分类管理;二是健全问责官员的跟踪、考评机制;三是完善公开、公正的官员复出程序;四是建立违规复出责任追究机制。 　　 关键词: 问责官员; 复出; 机制构建 　　中图分类号: E263 文献标识码: A文章编号: 1673-9973(2010)02-0042-04 　　 　　On the Establishment of the Mechanism of the 　　Accountability Officials Resuming Their Official Post ――Discussing On the Temporary Stipulation 　　of Executing the Accountability for the Party and Administrative Officials 　　LIU Mei-ping 　　(School of Law and Politics of Xuzhou Normal University, Xuzhou 221116, China) 　　 Abstract: Along with the normalization of the accountability system, how to deal with the resuming official posts of those accountability officials becomes an unavoidable question. At present, there are two characteristics which are disorder and concealment on the accountability officials resuming their official posts. They deeply impair the seriousness and authority of the accountability system. The reason of this problem lies in the deficiency of legal system. The enforcement of the regulation, On the Temporary Stipulation of Executing the Accountability for the Party and Administrative Officials has made up for the loss to some degree, but it is still not sound and perfect enough. We should establish a scientific mechanism of accountability officials resuming their official post: the first one is to classify and manage the accountability officials; the second one is to complete the system to supervise and check accountability officials ; the third one is to make the procedure of the officials resuming their official post totally open and just ; the fourth one is to establish the mechanism of investigating accountability to those who disobey orders in resuming the official post. 　　 Key words: accountability officials; resuming the official post; the establishment of the mechanism 　　 　　 2009年5月,中共中央办公厅、国务院办公厅印发了《关于实行党政领导干部问责的暂行
