我国政府购买公共体育服务的现实困境和发展对策 Active Exploration, Predicament and Countermeasures of ChisGovernment Purchasing Public Sports Service 张大超/杨娟 张大超，男，教授，博士，博士研究生导师，研究方向为 公共体育服务、学校体育及体育管理研究，Tel: (0371 zhangdachao2003@ 126. com； 杨娟，女，在读硕士研究生，研究方向为公共体育服务、 学校体育改革与发展研究, 764040149@。 单位河南大学体育学院，河南开封475001 原文出处 《体育科学》(京)2017年第20179期 第3-15, 27页 内容提要 运用文献调研、实地调查和电话访谈等方法，整理并分析 目前我国政府购买公共体育服务的相关案例及信息，对政 府购买公共体育服务的核心概念、理论、政策及购买内容 等方而的理论与实践探索进行研究，找出目前我国政府购 买公共体育服务发展过程中取得的成效、存在的问题，并 提出发展建议。取得的成效初步实现政府职能的转变， 制定了政府购买公共体育服务的相关政策法规，培育了一 大批社会体育组织，提高了资源利用率。存在的问题政 策法规还不够成熟，购买内容还未满足受众真正需求，承 接主体区域发展还不够均衡，购买程序还未建立好完善体 系，购买类别不太明晰，监督评估机制尚未建立，受益主 体公平性有待考量。发展建议完善相关政策法规，科学 地选择购买内容，促进承接主体均衡发展，加强购买程序 模式构建，完成购买类别科学划分，建立完善监督评估机 制，促进受益主体公平有序发展。 Through using the method of literature review, online research and phone interview, this paper makes a large collection of relevant cases and information about the purchase of public sports services by our government, analyzes the theory and practice exploration of core concept,theory,policy and contcnt of govcrnment purchasing public sports service, finds out achicvcmcnts, existing problems, and suggestions for dcvelopment. Achicvcments:Initially realize the transformation of government functions, basically improve the relevant policies and regulations purchased by the govcrnmcnt, gradually meet the diverse sports needs of the masses, fully activate the social sports organizations, and improve resource utilization.Existing problcms:Policies and regulations are not perfeet enough,the content of the purchase has not yet met the real needs of the public,the main regional development is not balanced enough, the purchase process has not yet been established,the purchase category is not clear,the supervision and evaluation mechanism has not yet been established,the fairness of the beneficiary should be considered.
